Guidance for CBR/CBID Workers in the COVID-19 Pandemic

CBR Global Network

Our vision is inclusive and empowered communities:

Our purpose is to improve the quality of life of people with disabilities, particularly women and children, who live in the poorest and most marginalised communities, especially in the countries of the global South.

We work with like-minded people to eradicate poverty, and to establish social justice and fair shares for all.

We promote the concept of Community-Based Inclusive Development (CBID), and the principles of the CBR Guidelines and the United Nations Convention on the Rights of Persons with Disabilities [UNCRPD].

We are an umbrella organisation of CBR national and regional networks that partners with other international networks and organizations to promote CBR. Our partners work for CBID by mobilizing local communities. Through this strong network of partners, the CBR Global Network empowers people with disabilities to speak with one voice, from the community to the global level.

Together, we have the strength to promote and advocate for human rights, and influence global policies.

Our stakeholders include disabled people’s organizations (DPOs), United Nations agencies, national governments, international non-governmental organizations (INGOs) and international institutions.

Theme: Leaving No One Behind

Local to Global Multisectoral Collaboration for Persons with Disabilities to Realize their Human Rights in Communities

The 3rd CBR/CBID World Congress in Uganda is a groundbreaking event, emerging at a pivotal time in the history of the global CBR/CBID movement. The time has come for a major global focus point for all stakeholders in CBR/CBID and Inclusive Development to share their voice, culminate best practices, document innovations, forge new directions, construct strategic alliances, and formulate innovative disability services. This Congress is the subsequent step to make the aspirations and commitments of global statements on CBR/CBID a reality. It is continuing to build on the progression made earlier in the CBR/CBID congresses focusing on shaping the future of disability services and inclusive development actions globally for individuals with different disabilities.

Congress Objectives:

  • Showcase good practices and lessons learned in Community based Rehabilitation (CBR) and Community based Inclusive Development (CBID) activities in different global contexts. This will emphasize activities that showcase how CBR and CBID contribute to the implementation of the CRPD and the achievement of the SDGs.
  • Envision the future role, relevance and terminology of CBR/CBID, inclusive development and community-based disability services globally.
  • Identify strategies for action across CBR/CBID at all levels from the individual to the community, including strategies to build capacity and human resources.
3rd CBR/CBID World Congress 2020

Past Congresses

On the occasion of the 10th anniversary of the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and the first anniversary of the Post-2015 Sustainable Development Goals (SDGs) coming into force the 2nd CBR/CBID Congress was organized in Kuala Lumpur, Malayasia in 2016. The theme of the Congress was ‘Empowering and Enabling Community actions towards human rights and sustainable development through CBR’. The Congress acted as an ideal opportunity to take a look on the achievements of CBR/CBID and how much it has evolved into an inclusive development strategy. 1000 delegates from over 69 countries participated in the Congress which was hosted by Malaysian Government, CBR/CBID Global Network (CGN), CBR/CBID Network Malaysia (CNM), Malaysian Council of Rehabilitation (MCR) and the World Health Organization (WHO).
Second CBR World Congress, 27-29 September 2016, Kuala Lumpur

In collaboration with CBR/CBID Network India, World Health Organisation (WHO) and Mobility India, the first Congress was organized in Agra, India in 2012 and it was then when CBR/CBID Global Network came into being. Over 1000 delegates from 85 countries attended the event which included policymakers and rehabilitation professionals, local and international NGOs and DPOs, government officials, and other stakeholders from around the world.
